As part of the Office of International Marketing and Communications, International Development (ID) at Payap University, a division of the International Affairs (IA) organization, is responsible for building long term relationships between Payap and its various constituencies in order to stimulate greater understanding and financial support.

International Development performs a multitude of tasks. One primary function of ID is to manage external grants. Payap has been the fortunate recipient of significant grant monies from the United States Agency for International Development (USAID) and the American Schools and Hospitals Abroad (ASHA) programs. These grants have greatly contributed to major capital projects throughout the university, including the central library construction and commodities project, the international dormitory building, the law school building, the women's dormitory building, the pharmacy laboratory equipment project, and many others. The university has also received funding through ID from the United Board for Christian Higher Education in Asia and the Henry Luce Foundation. Grants from these institutions have helped to fund faculty development, enhance academic programs, and provide for student scholarships. International Development also administers the Fulbright Senior Specialist program.

Another primary function of International Development is to manage the Fundraising Resource Center (FRC). The Payap University FRC -the first in Thailand- is available to grantseekers at no cost. The FRC provides access to The Foundation Directory Online, the leading grantseeking database on the web, along with a core collection of Foundation Center directories and publications. The Payap FRC also provides a wide selection of supplementary materials and services, which are most useful to grantseekers. Additionally, the FRC offers educational sessions for the public, including classes on the basics of grantseeking and dialogues with local donors.

The staff of International Development also uses the FRC database to conduct research into various funding sources in order to develop and maintain relationships with Payap's potential donors.
